Metro Vancouver wastewater plant cost timeline
North Shore Wastewater Treatment Plant cost hits $3.86B after delays See why Metro Vancouver’s project keeps climbing and when completion is set
Metro Vancouver’s North Shore Wastewater Treatment Plant has become a longrunning and expensive infrastructure project, with its cost rising to $3.86 billion and completion delayed to 2030.
First announced in 2011 as a $700 million project, the plant was meant to replace the older Lions Gate facility and provide secondary wastewater treatment for more than 300,000 residents and businesses in North Vancouver, West Vancouver, the City of North Vancouver, and the Squamish and TsleilWaututh Nations.
The project has faced repeated delays, contract disputes, and cost increases. Metro Vancouver terminated its contract with Acciona in 2021, later sued and countersued, and eventually hired PCL Constructors Westcoast Inc. to help move the work forward. In 2024, the regional government raised the estimated cost to $3.86 billion and approved a new costsharing plan to help pay for the project through taxpayers. After further legal and political disputes in 2025 and 2026, Metro Vancouver and Acciona settled their lawsuits, and the plant remains scheduled for completion in 2030.
