North Vancouver chlorine plant approval extends Chemtrade operations to 2046 Stricter safety rules, a sunset clause and emergency planning now shape the deal
The District of North Vancouver has approved Chemtrade Logistics’ plan to keep operating its liquid chlorine facility past 2030, reversing an earlier council decision from April.
Council gave final approval on Monday for a rezoning at 100 Amherst Ave., following revisions to the company’s proposal. Mayor Mike Little’s changed vote helped secure the outcome after he said the new framework addressed concerns about openended approval terms.
The updated covenant includes conditions such as a detailed risk assessment before any building permit is issued, limits on chlorine storage, 24/7 onsite security and cybersecurity monitoring, and emergency response training for the community.
The agreement also sets a sunset clause requiring chlorine operations to stop by the end of 2046, or sooner if the company’s lease on adjacent port land ends. Three councillors opposed the plan, saying the facility posed safety risks near nearby homes and planned community development.
