Man found NCR in Etobicoke stabbing case

Toronto court ruling explains Passarelli’s NCR verdict in the Kaur killing See the psychiatric evidence, victim impact, and what happens next

A Toronto court has found 71yearold Felice Passarelli not criminally responsible for the 2023 killing of Param Kaur, a 58yearold Etobicoke real estate agent who had offered him a temporary place to stay. Court heard that Passarelli fatally stabbed Kaur in her Queensway condominium on Nov. 10, 2023. The decision followed a joint submission from the Crown and defence, with the court accepting psychiatric evidence that he was suffering from delusional disorder and could not understand the moral wrongfulness of his actions at the time. Kaur’s sister delivered an emotional victim impact statement in downtown Toronto, describing the lasting grief and fear her family has experienced since the killing. The Ontario Review Board will now oversee Passarelli’s case while he remains under psychiatric care.
