Heavy rain floods western Manitoba community, prompting emergency declaration

A state of local emergency has been declared in Minitonas, Manitoba, after intense overnight rain caused flooding, power outages, a gas line rupture, a boil water advisory and a washedout bridge. Environment Canada said about 15 centimetres of rain fell in the area between about 9 p.m. and 2 a.m., overwhelming drainage and river systems. Roads, bridges and lowlying areas were submerged, and municipal staff closed the landfill while crews focused on flood response. Local officials said some residents had to be rescued from flooded homes, while others were stranded and sheltering on roofs to stay dry. Manitoba Hydro was working to restore power, and authorities warned people to avoid water crossings and damaged electrical equipment. Additional storms were forecast for the province later in the week.
