Ontario will officially assume control of Toronto's Don Valley Parkway and Gardiner Expressway in the fall of 2027, following a 2023 agreement between Premier Doug Ford and Mayor Olivia Chow.
At a Thursday news conference, Ford said the province will provide up to $353 million for operations and maintenance in the meantime, and added that the highways will remain tollfree after the transfer. Chow said the deal will let Toronto redirect budget money toward local infrastructure, transit, parks, and other city services.
The province said it has already provided about $430 million since the agreement was announced. Ford framed the takeover as part of a broader effort to reduce congestion and build more roads, highways, and bridges across Ontario.
