Ontario student accused in U.S. of taking airport photos for Chinese official
Ontario student arrest raises airport spying concerns in U.S. FBI affidavit details photos, FedEx incident, and false-statement charges
An Ontario university student has been arrested in the United States and accused of photographing airports at the request of someone he believed was linked to the Chinese government.
According to an FBI affidavit filed in Michigan, Weiheng Zeng, a Chinese citizen studying at the University of Waterloo, was first flagged after an April incident at Chicago O’Hare International Airport. Authorities say he was seen taking photos, climbing a forklift, and trying to open locked trailers at a FedEx facility. The affidavit also says he was linked to a minivan with Ontario plates that was present at the scene.
Border officials later questioned Zeng again in August when he tried to enter the U.S. with the same vehicle. The affidavit says his explanations changed over several interviews, and he was charged with making false statements. The document alleges he told investigators he was photographing planes for an aviation contact, but later admitted the work involved airport locations and logistics. The allegations have not been proven in court.
