Independent team named to review North Shore wastewater plant project
North Shore Wastewater Treatment Plant review probes soaring costs and delays Metro Vancouver’s independent audit could reveal what drove the $3.4B project spike
Metro Vancouver has named an independent team to review the North Shore Wastewater Treatment Plant project in North Vancouver, British Columbia. The review will be led by Rob Andrews, senior vicepresident of infrastructure at EXP Engineering.
The district says the team will have full access to records covering the project’s history, finances and governance, and that the work is being handled at arm’s length from Metro Vancouver. The review was approved by the Greater Vancouver Sewerage and Drainage District Board.
The plant’s cost has risen sharply from an original estimate of $700 million in 2013 to nearly $3.4 billion in the latest forecast. The project has also faced delays, design changes and construction issues, with completion now expected in 2030. Metro Vancouver says the review findings should be made public by the end of January.
