Montreal inspector general recommends $700,000 fine for waste company
Montreal subcontracting fines: see why Environmental 360 Solutions faces penalties and what the city may do next to protect waste services and contracts
Montreal’s inspector general is recommending that the city fine Environmental 360 Solutions $700,000 after the company allegedly broke municipal subcontracting rules.
According to a report released Monday, the company did not get approval before assigning work to subcontractors when the contracts exceeded the legal limit of $1 million. The report also says the company kept working with a subcontractor that had been blacklisted, even though it was operating under another name.
Environmental 360 Solutions said it used the subcontracting arrangements to keep waste services running efficiently during a labour shortage. The inspector general also says the city should avoid renewing the company’s contract and blacklist the subcontractors involved for five years.
