Vancouver council declines to sanction Mayor Ken Sim after harassment finding

Vancouver city council has voted against sanctioning Mayor Ken Sim after an integrity investigation concluded that he misused his office and harassed Councillor Sean Orr. All six members of Sim’s ABC party opposed action on the report, while four councillors, including Orr, supported sanctions. Sim did not vote because he declared a conflict of interest. The investigation focused on comments Sim made during a City Hall news conference in April 2025 and a later social media post that portrayed Orr as antisemitic. The report said the conduct breached the council’s code of conduct and was more like a personal attack than a defence of Vancouver’s Jewish community. The commissioner recommended that council seek an apology from Sim or consider sanctions. Sim rejected the findings and said his remarks were part of his responsibility to stand with the Jewish community. Orr is also suing Sim for defamation over a separate City Hall news conference.
